Shock as cinema plan is rejected on appeal

An Bord Pleanala has shocked the local business community by overturning a decision by Castlebar Urban Council to grant planning permission for a six-screen cinema complex at Knockacroghery.

Limerick-based firm Brian Ahern & Associates, acting on behalf of Barcastle Industries Limited, was successful in the appeal against the proposed development by Castlebar development company, Cavendish Lane Properties Limited.

The cinema, which was proposed for a site in the vicinity of the new Dunnes Stores centre, was turned down for a number of reasons. Explained Mr. M.J. Connell, a member of the planning appeals board: "The proposed development constitutes a large industrial-type structure occupying virtually the entire site.

"The development would be located prominently in relation to the surrounding area and would not relate directly to other developments in the vicinity.It is considered the proposed development would conflict with the policy of the planning authority to improve the amenity and visual attractiveness of Castlebar and would, therefore, be contrary to the proper planning of the area."

Mr. Connell said the development would entail the construction of a large structure in close proximity to existing trees in the adjoining cemetery and also within the branch\root spread of such trees."It is considered that an undue proportion of these trees would be severely damaged."

Barcastle Industries Limited, the firm behind the appeal, have planning permission in place for a multiplex cinema at Gorteendrunagh, near the bowling alley.But they have a fresh application before Castlebar Urban Council for a revised site plan of the cinema on a site close by.The new site is zoned for industrial use in the Castlebar Town Development Plan and, as a result, the application contravenes the plans.

However Mr. John Condon, town clerk, will recommend the granting of a material contravention at Thursday's meeting of the council.

He said: "Having fully examined this application, it is my view that it conforms with the proper planning and development of the area and it is recommended the council passes the necessary resolution in order to enable this application to be granted.But if planning permission is to be granted, it is necessary for a majority of the council consisting of at least six members to pass the resolution."

Meanwhile, a new application for a six screen cinema complex at Knockacroghery has been submitted to Castlebar Urban Council by Cavendish Lane Properties Limited.
